On an Amtrak train heading south to New York City, private investigator Tyrone King discovers the couple next to him have planted a bomb in their overhead luggage.
With only moments to stop the terrorists from detonating the bomb, Tyrone enlists the help of a stranger, a woman named Sarah who's sitting a few seats away, but he and Sarah have different ideas about what to do.
Their dilemma gets worse when the FBI mistakes Tyrone for the bomber and allows the real bomber to escape. With no one to turn to, Tyrone and Sarah go undercover to pursue the terrorists on their own.
As the FBI, Tyrone, Sarah, and the terrorists all converge in New York City, the fate of the Statue of Liberty hangs in the balance.
